Refusal rate by country

The order is by number of applications. A low refusal rate for a country does not mean that applying to that country is right for you: the competent country is determined by the main destination rule determines.

Iceland and Liechtenstein do not appear in this table: the 2025 data reports no consulate in Türkiye accepting applications on behalf of these two countries.

Refusal rate by consulate

If a country has more than one consulate in Türkiye, each reports separately. You cannot choose which consulate to apply to; jurisdiction is set by your province of residence.

Same country, different consulate: why is the gap so large?

In the 2025 data the largest gap within a single country is seen in Germany: Istanbul %15,5, Ankara %44,2. Same country, same rules, same year.

The statistics do not explain the reason for this gap; they only report the result. Consulates see different applicant profiles from different provinces, and each file is assessed on its own documents. The one practical conclusion to draw is this: a country average is not the figure for the consulate you will apply to. Check on the official page which jurisdiction your province belongs to.

What these figures say, and what they do not

Multiple-entry visa share

Of the short-stay visas issued from Türkiye in 2025, %68,7 were issued as multiple-entry visas. That share shows that a multiple-entry visa is common practice rather than an exception. For Turkish citizens applying from Türkiye, a tiered validity scheme based on past visa use also applies; you can calculate your eligibility.

Niche questions and answers

How is the refusal rate calculated?

The formula used by the European Commission divides the number of refused applications by the total of visas issued plus refusals. The number of applications is not the denominator; some applications may not have been decided within the year or may have been withdrawn.

How often is the data updated?

The European Commission publishes the tables once a year for the preceding calendar year. The 2025 table was published on 28 May 2026.

Can I apply to the country with the lowest refusal rate?

The competent country is determined by the main destination; choosing a country from a table of rates creates a contradiction between the file and the declaration. If your real route changes, the competent country changes too.

Can I choose my own consulate?

No. Jurisdiction is set by your province of residence. The differences between consulates in the table are therefore not a choice open to you.

Why are Iceland and Liechtenstein not in the table?

The 2025 data reports no consulate in Türkiye accepting applications on behalf of these two countries. Liechtenstein applications are as a rule made to the Swiss representation in the place of residence.

Do these rates show my chances?

They do not. The figures are the aggregate result of a past year, not an individual probability estimate. Your file is assessed on its own documents and circumstances.
