Why is the Irish visa different from the Schengen visa?

Ireland is not included in the Schengen area; Schengen application rules do not replace an Irish visa. Although there may be limited programs available based on other valid visas, these should not be automatically assumed but should be checked against the official Irish statement about one's circumstances.
